There are cases where securing P2 requires fewer FPs than P1.

The algorithm used for securing uses a pessimistic approach, i.e., it considers that there are constantly snipers ready to take places. This explains the additional FP(s) required to secure P1 and P2.

In your thinking, it is very likely that you think the opposite, i.e. the optimistic version. It is true that in that configuration, a few less FPs would have been enough to secure P1 and P2, BUT, it would have opened up the possibility of sniping the spots.
